ROLE OF RESIDENT COMMISSIONER’S OFFICE AT NEW DELHI

            Resident Commissioner’s office is working almost as small embassy of Govt. of Maharashtra at New Delhi.  This office was established in 1964.  This office was called office of Special Commissioner earlier, however, recently it has been renamed as office of Resident Commissioner vide Office Order No. SC/Estt/11/2006/1913 dated 16.03.2006.  This office is a important link between Mumbai – New Delhi and vice – versa.  The main job of this office is to maintain co-ordination, providing protocol to visiting VVIPs and public relation between the State and the Centre.  Resident Commissioner has been given the status of Secretary and head of Department vide G.R. dated 09.05.1997.  Maharashtra Information Centre (MIC) at New Delhi has also been brought under administration control (for establishment matters)  of this office since 02.05.2001.

Mission & Vision :- Welfare and well being of Maharashtra State and its people with the optimum support of Central Government and this has further enhanced the duties and responsibilities of this office.  This office issues Government Resolutions like other Department of Mantralaya after getting approval of Various Department viz Finance Department and General Administration Department etc. via unofficial references.  Approximately 236 unofficial references have been prepared so far and accordingly Government Resolution, Notifications and Memorandums have also been issued after getting approval of concerned Ministries / Departments.

The post of Investment & Protocol Commissioner was created vide G.R. No. SC/Estt/107/2006/1824 dated 02.03.06 which presently being occupied by Dr Amitabh Rajan an officer of the level of Principal Secretary. The prime job of Investment & Protocol Commissioner is to attract maximum investment to the State and to provide possible protocol assistance to visiting VVVIPs.

            To maintain effective coordination between State and Central Government following works are being undertaken by this office :-

1.      To follow up the pending issues / proposals of State Government with various Ministries of Central Government.

2.      To get President’s approval (wherever required) on bills and ordinances of State.

3.      To get grant and financial assistance for various schemes under different programmes of State.

4.      To provide information to Central Government, whenever asked from various Department of State Government

5.      To obtain various clearances political, financial, passport, visa etc. required for the foreign tours of VIPs and other senior officers.

6.      To provide protocol services and all possible assistance to Hon’ble Governor, Chief Minister, Dy. Chief Minister and Ministers during their visit to Delhi (Organising their meetings, informing about appointments, agenda papers of meetings etc).

7.      To represent the State Government in various meetings/conferences particularly when the officials from the State Government are not coming.

8.      To provide information from State or Central Government on various subjects, required by Member of Parliaments and Member of Legislative Assembly.

9.      To procure copies of notifications and resolutions from various Ministers and to send them to State Government well in time.

 

In order to give assistance to the Members of Parliament of Maharashtra in their Parliamentary work a cell called MP Cell has been formed.  The information on various pending matters of the State Government with Government of India is being regularly given to all the Members of Parliament.  Apart from above works, secretarial assistance to all Members of Parliament from Maharashtra as per requirement is also provided.  This office is also providing photocopying and fax facilities to all the Members of Parliament.

One can assess the importance of this office of Resident Commissioner by viewing all these works covered by it.  There are a lot of other works being done by this office of which records cannot be maintained.  The outcome of these types of jobs mainly depends upon careful and prompt coordination  and public relation between Delhi and Mumbai, which involves greater interest of Maharashtra.

Accommodation is provided to Hon’ble Governor, Chief Minister, Dy. Chief Minister, Ministers, Members of Parliament, Members of Legislative Assembly and other Government officials during their visit to Delhi at Maharashtra Sadan, the official Guest House. There are total 57 rooms at Maharashtra Sadan which includes Governor Suite, Chief Minister Suite and 6 Minister’s / VIPs Suites, while there are 40 ordinary rooms in operation at New Maharashtra Sadan.  Reservation of accommodation at these guest Houses was done earlier by Public Works Department but now Desk – 20 of General Administration Department in Mantralaya, is doing it, while day-to-day correspondence is being monitored by Resident Commissioner with assistance of Managers, Maharashtra Sadan and New Maharashtra Sadan.

Weekly holidays – Saturdays (2nd & 4th) and Sundays.

Specific timings – 9.45 am to 5.30 pm.
